Pre-Calculus

So, my friend Tony is having trouble with a pre-calc problem, and his instructor isn't helping and all the tutors in the math tutor room run in fear from pre-calc.



Now, I apparently have forgotten more about pre-calc than I ever knew, because I got the answer X=4.

The answer is supposedly either 3.6543 or 7.

So, I know I have at least one friend that I know is awesomely brilliant in the ways of science (I'm looking at you, Spec!) and the rest of you are far superior mentally in general anyway ... can anyone solve this and tell me how it is solved?
